These informal agency memoranda are written by agency officials as internal guidance for the enforcement of federal laws. Once you have found the document you are looking for, ELR subscribers and ELI Associates may download the document for free. Non-subscribers are charged $5.00 per document. Guidance and policy documents are only available online.
