ELI’s report examines the opportunities and challenges facing the development of a regional ecosystem-based ocean governance program in the U.S. Arctic. This feasibility report is based upon analysis of relevant laws and institutions and interviews with more than fifty people representing federal and state government, environmental organizations, industries, and the Alaska Native community. It examines two regions in particular: the Chukchi Sea region and Bristol Bay as potential pilot sites to develop and implement an ecosystem-based management program.
